- Nindya Agung Lestari, Lutfi Effendy,SH.,M.Hum Dr. Istislam, SH.,M.Hum Fakultas Hukum Universitas Brawijaya Email : nindyaa00@gmail.com ABSTRAK Dalam penulisan skripsi ini penulis membahas mengenai Pasal 63 Ayat (1) Undang –Undang Nomor 24 Tahun 2013 Tentang Administrasi Kependudukan di Kota Malang yang penelitiannya berlokasi di Dinas Kependudukan dan Pencatatan Sipil Kota Malang, tujuan dalam skripsi ini adalah untuk mengetahui, mendiskripsikan, dan menganalisis Efektivitas Pasal 63 Ayat (1) Undang – Undang Nomor 24 Tahun 2013 Tentang Administrasi Kependudukan di Kota Malang, dan hambatan serta solusi yang dihadapi oleh Dinas Kependudukan dan Pencatatan Sipil Kota Malang dalam melaksanakan program KTP – El . Jenis penelitian ini adalah penelitian yuridis empiris dimana penelitian ini hendak mengkaji dan menganalisis Efektivitas Pasal 63 Ayat (1) Undang – Undang Nomor 24 Tahun 2013 Tentang Administrasi Kependudukan di Kota Malang dan menggunakan metode penelitian yuridis sosiologis. Hasil dari pengumpulan data menunjukkan bahwa dari segi faktor hukum telah sesuai dengan peraturan ini, faktor penegak hukum masih belum efektif, faktor sarana dan fasilitas masih belum efektif, faktor masyarakat belum efektif, dan faktor kebiasaan belum efektif. The research was conducted in Department of Population and Civil Registration Malang. The objective of the research was to investigate, describe and analyze the effectiveness of article 63 paragraph (1) of Law Number 24 year 2013 about the Population Administration in Malang, and barriers and solution faced by the Department of Population and Civil Registration Malang in implementing the electronic ID card program. This type of research was empirical juridical which studied and analyzed the effectiveness of article 63 paragraph (1) of Law Number 24 year 2013 about the Population Administration in Malang using juridical socio;ogical research method. The findings of the study show that in terms of legal factor it is already in accordance with this regulation. However, law enforcement apparatus is stil not effective;facilities and infrastructure factor is still not effective; community factors have not been effective, and habit factor has not been effective as well.
