Yangdilatarbelakangi oleh minimnya pendaptan asli daerah yang di dapatkandari sektor parkir ini serta kurangnya kualitas dari Sumber daya Manusiauntuk menerapkan pasal berbagai macam peraturan yang ada di DaerahKabupaten Kepulauan Yapen kemudian juga kurangnya ketegasan yangdi berikan oleh Pemerintah Daerah Kabupaten Kepulauan Yapen selakupemerintah penyelenggara terkait permasalahan perpakiran yang ada diKabupaten Kepulauan Yapen. Hal ini ditandai dengan terjadinya beberapakasus penyelewengan yang terjadi di lapangan yang juga dilakukan olehpetugas pengelola tempat khusus parkir, wawancara dari pengguna tempatkhusus parkir dan hasil pengamatan. Adapun jenis penelitian yangdigunakan penulis adalah jenis penelitian empiris dengan metodepenelitian Yuridis Sosiologis yang dilakukan dengan cara penelitianlangsung untuk memperoleh data bagaimana pelaksanaan penerapan Pasal14 Peraturan Derah Kabupaten Kepulauan Yapen Nomor 14 Tahun 2012 tentang Retribusi Tempat Khusus Parkir yang di laksanakan olehpemerintah daerah Kabupaten Kepulauan Yapen. Berdasarkan hasil penelitian ini maka dapat diketahui bahwa implementasi dari Pasal 14Peraturan Derah Kabupaten Kepulauan Yapen Nomor 14 Tahun 2012 tentang Retribusi Tempat Khusus Parkir belum berjalan efektif karenaterhambat oleh beberapa faktor seperti minimnya pengetahuan tentangperaturan tentang perparkiran.Kata Kunci :Implementasi, Retribusi, Tempat Khusus Parkir.VIKO PURNAMA YOGASWARA, Administrative Law, Faculty of law,University of Brawijaya, March 1, 2017, the implementation of Article 14 of theregulation region of Yapen Islands Regency number 14 in 2012 about SpecialParking place of Retribution (studies in Department of transportation Yapen IslandsRegency), Lutfi Effendi, sh., MH., Agus Yulianto, sh., MHThe problem being discussed is not matching between Article 14 of theregulation region of Yapen Islands Regency number 14 in 2012 about Levy aspecial place and the actual events that were in the field and also the efforts thatwill be undertaken. The lack of willingness by the area's original pendaptan getfrom this parking sector as well as the lack of quality of human resources to applysection a wide range of regulations that exist in the area of Yapen Islands Regencyis then also the lack of firmness that given by the local government as theGovernment of Yapen Islands Regency organizers related problems of perpakiranRegency Yapen Islands. It is characterized by the occurrence of several cases ofabuses that occur in the field are also carried out by officers of the special place theparking Manager, interviews of users a special place and the observations. As forthe type of research that used the author is a kind of empirical research with theJuridical Sociological research method conducted by way of direct research toobtain data on how the implementation of the application of Article 14 of theregulation Derah Yapen Islands Regency number 14 in 2012 about Levy Specialparking Places funded by the regional Government of Yapen Islands Regency.Based on the results of this research it can be noted that the implementation ofArticle 14 of the regulation Derah Yapen Islands Regency number 14 in 2012 aboutSpecial Parking Places Levy has not been effective because it is hampered by anumber of factors such as lack of knowledge about rules on the parking area.Keywords: Implementation, Retribution, Special Parking Place.
