- This study attempted to find out how the community¬based clean water business was run as an implementation of the Government Policy on the community clean water self¬supply regulation. This study was conducted on the community clean water self¬supply business of "Tirta Kencana" in Jetishardjo, Yogyakarta, as a model that could be implemented in the rural areas. Data was collected through observation, depth¬interview and Focus Group Discussion. The data was analyzed using qualitative methods and the micro¬subjective approach. The results showed that "Tirta Kencana" already had a organization structure with limited management, more like a brotherhood relation, and no strict regulations. UAB "Tirta Kencana" already employed the organization activitiesbut it had not been optimized yet. The findings also revealed that some people had double positions, there was a lack of communication, transparancy and accountability in the running of the business organization. In addition, the water and humanresourses as well as the social capital had not been optimally used. All of them led to financial problems, limited service coverage, limited social participation, community or customer dissatisfaction and uncertainty about clean water supply sustainability.
