- The limitation of oppertunity for getting a job in formal section causes unemployment is growing in our population. The exception for the peoplemwhich is having creativity to find a new job to keep their daily mneeds on. In the other hand a kind of affort for the jobless is in formal section. One of them is picking wastes, it is known by tramp (Pemulung). • The existence or Tramp among the process of surviving recently is stilI in large questioned It can emerge two controversial ideas. Some peolpe state the existence of tramp a simple reason, causes uncomfort situation for society around. Up tilI now stilI nothing was done to chieoe legality and an official status by goverment to all of the tramp community. As the result some positive social behavior aren't given yet by the tramp to the setlers includes giving some human training were always waited for the tramp
