- The objective of this research is looking for the Pemilukada problems. This research uses the empirical method in descriptive by qualitative approach. The data used is primary and secondary data. The instrument of data collection is in-depth interviewing and document study. The result of this research showed that juridical basic of implementation of general election of district leader (Pemilukada) was based on UUD 1945 amendment in section 18 in the fourth subsection which determined that Governor, Regent, and Mayor werw chosen democratically. The policy was conducted based on the rule in UU No. 32 in the year of 2004 and then was conducted too based on PP No 6 in the year of 2005. The implementation of Pemilukada directly had resulted in many problems for each stage, in Pemilukada starting from preparation, determining the electors' lists, registration and determining the candidates, campaign, election, vote counting and determining the result, and candidate's inauguration.Keywords: problems, democracy, and Pemilukada
