One of the curcial is the constitution of Region Government through UU No. 32 year 20004, places at constructive of autonomy even born in new institution by the name of Rural Delegation Commitee which is deviating in UU (laws) to be Rural Deliberation Commitee. The Direct Election of BPD become negotiation in agreement RT and Rw. BPD placede as new institution by the authority with the region chief makes perdes (legislates function) and the c,ontrol function expected as agent of democracy innovator in rural.Result of Rodiyah rewsearch 2007, shows that particular and anxiously case. Member of BPD in Desa Kedung Kelor Subdistrict WArurejo Regency Tegal has 13 members of BPD, in the rural has only capable to give3 salary is five million rupiah (Rp. 5.000.000) one year, devided 13 member in 12 month: henmce a month in each of member of BPD get in thirty two thousand rupiah (Rp..32.000) of thye real salary. practical with salary of incommensurate by fkunction as new constitution of representative in democratic agent in rmural government is not sinergic. It means that this fmunction will be fall bt itself becouse BPD (member) can not ablr to do move ment of f unction. when the country has imagination of autonomy in rural a rea eral which synergic and be able to move the function effectively and efficiently. So it is ironic that BPD as carrier of Democratization in rural is not happened.
