- In law 12 of 1995, convicts who are sentenced to prison are not punished, but provide guidance so that the WBP regrets his mistakes and corrects his actions so that when the prison term is over and returns to the community, the inmates can become useful people. In prison WBP often experience stress caused by the network of life outside the prison. So there is a need for coaching that is in synergy with life outside prison, this is done by the Class 1 State Detention Center Labuhan Deli with the Change for the Good program, which has a good impact not only on the inmates but on the detention center and even the surrounding community.
- Dalam undang – undang Nomor 12 Tahun 1995 Narapidana yang dijatuhi hukuman penjara tidak hanya untuk dihukum, namun dilakukan pembinaan agar WBP menyesali kesalahannya dan memperbaiki perbuatannya sehingga ketika masa tahanan selesai dan kembali ke lingkungan masyarakat, para WBP dapat menjadi masyarakat yang berguna. Di dalam lapas WBP kerap mengalami stress hal ini diakibatkan karna ketakutan akan kehidupan diluar lapas. Maka perlu adanya pembinaan yang bersinergis dengan kehidupan diluar lapas, hal ini dilakukan oleh Rumah Tahanan Negara Kelas 1 Labuhan Deli dengan program Berubah Menjadi Baik, yang membawa dampak baik bukan hanya pada diri WBP namun pada rutan bahkan masyarakat sekitar.
