  • Background: The planning of health human resources for each Puskesmas that is not optimal causes a mismatch between the planning for the needs of human resources for human resources and the realization of meeting the needs which result in a shortage and or excess of the types of health human resources at the health center. The purpose of this study was to analyze the planning system for health personnel needs at the Puskesmas in the working area of the Health Office of Barru Regency. Methods: This study uses a qualitative design. informants were sourced from 6 Puskesmas based on geographical conditions, large target population, and lowlands in the Barru district health center. Data were collected through observation, in-depth interviews, and document review. The informants in this study were the head of the HRK section of the Health Officer and the manager of the HRK rebut of each Puskesmas. Result: Based on the input components are still not following the standards of the Minister of Health no. 33 of 2015 which includes HRK recruitment planning, condition of HRK number, supporting data, planning methods, and planning budgets. The components of the HRK planning process for all Puskesmas do not have a special team for HRK planning so that the distribution of personnel is still not appropriate. The output component of fulfilling the HRK needs of the Puskesmas is still not able to maximize its scope of work so that it is still not following the standards of the Minister of Health. Conclusions: from the research results is that the input, process, and output components are not following the Minister of Health. The advice is to recruit and fulfill the need for personnel by distributing evenly the types of health workers according to the methods listed in the Minister of Health. Implementation of the fulfillment of the HRK needs of the Puskesmas for the smooth process of health services by conducting training activities for the management of the Puskesmas so that the HRK management system is more effective and considering that health workers who have been proposed by the Puskesmas to the health office can get their rights in the form of a budget that is following their work so that their duties and responsibilities work can be carried out to the fullest.
