- Coronavirus Disease 2019 (COVID-19) was announced as a global pandemic in 2020. The Indonesian government made mitigation plan and laid out strategies with the goal that the treatment of COVID-19 has a legal protection. With the Circular Letter of the Minister of Villages PDTT Number 8 of 2020 published, the Village Fund is focused on effort to beat the COVID-19 pandemic through the COVID-19 Response Village Program. Leyangan Village is one of the villages with the most COVID-19 cases in East Ungaran District. The absorption of village fund for the counteraction of COVID-19 is quite large, specifically 44.6% of the Leyangan village funds. The purpose of the study was to analyze village fund management policies in the COVID-19 Response Village Program in Leyangan Village from the aspect of content, context, process, and policy actors. The research methodology used qualitative methods through in-depth interviews. The research was conducted on 9 informants involved in village fund policies. The village fund policy for the implementation of the COVID-19 Response Village in Leyangan Village is not optimal yet. This is due to several things, namely: the absence of implementation standards and measurable achievement targets in related policies; there are still village governments and communities that do not implement health protocols; lack of participation of members of the COVID-19 Response team. Advocacy is needed to the village government to make program implementation standards and measurable achievement targets, as well as the establishment of clear and specific regulations related to the prevention and handling of COVID-19, particularly at the village level in accordance with conditions in Semarang Regency.
