- This study is about a building legal culture oflaw enforcement apparatur for narcotic crime (The birth studies Institute ofthe National Narcotics Agency). Efforts to reform the criminal law in the prevention anderadicate ofnarcotic drugs should be increased considering the extra-ordinary-crime by using policies that not only the use ofcriminal enforcement but also must be integrated with the use ofmeans-beyond the means of criminal law (non-penal), one ofwhich is the law ofcultural development ofnational Narcotics Board.
