- Tile aim of this article is to explain criteria of unpaid debt, the rnanagement and responsibility of debtor concerning unpaid debt. In explaining the issue a descriprive analytis research was performed in the city of Medan, Respondent were ascertained purposively. Field research was conducted by utilizing the following instruments, questionaire, guided interview and check list. Whereas secondary data were collected through library research. The process is as follows: the management of public debt in the office of Public Debt are conducted after the order is accepted by the office after that creditor send first and last reminders for making process verbal for interview. If the debtor does not obeyed. then the letter for fix amount of debt is stated. After that if it is still does not obeyed convisticating latter is emitted
