Inaportnet adalah portal elektronis yang terbuka dan netral guna
memfasilitasi pertukaran data dan informasi layanan kepelabuhanan secara
cepat, aman, netral dan mudah yang menggabungkan dengan instansi pemerintah
terkait, badan usaha pelabuhan dan pelaku industri logistik untuk meningkatkan
daya saing pelabuhanan yang lebih baik secara global. Di Pelabuhan Gresik,
pelaksanaan operasional Inaportenet masih dalam proses transisi dari manual ke
Inaportnet. Tujuan dari penelitian ini adalah untuk mengetahui proses transisi dan
kendala apa saja yang terjadi pada saat proses transisi berlangsung.
Metode yang digunakan peneliti dalam penelitian ini adalah metode
kualitatif Deskriptif. Penelitian ini berisi tentang uraian dari narasumber dan
dokumentasi. Pengumpulan data yang digunakan adalah pengumpulan data primer
dan data sekunder. Proses pengumpulan data melalui pendekatan terhadap obyek
yang diteliti menggunakan observasi, wawancara, studi pustaka, dan angket.
Peneliti juga menggunakan observasi langsung dan tidak langsung.
Ada beberapa kendala yang di alami pengguna jasa dalam kegiatan
pelayanan kapal melalui sistem Inaportnet. Pertama yaitu masih manualnya
pembayaran PNBP (vts, rambu, dan barang berbahaya) faktor pengguna jasa kurang
memahami Inaportnet. Selain itu, kurangnya pembaruan terhadap perangkat
komputer. Penggunaan Inaportnet sering terjadi error system. Upaya yang dapat
dilakukan adalah melakukan pembaruan agar pembayaran PNBP juga dapat online,
melaksanakan diklat dan sosialisasi tentang pengisian Inaportnet, memperbarui
perangkat komputer serta melakukan evaluasi dan upgrade aplikasi Inaportnet

Inaportnet is an open and neutral electronic portal to facilitate the exchange of data
and information on port services in a fast, safe, neutral and easy way that is
integrated with relevant government agencies, port business organization and
logistics industry players to improve better port competitiveness globally. At Gresik
Port, the implementation of Inaportenet operational is still in the process of
transitioning from manual to Inaportnet. The purpose of this research is to find out
the transition process and what obstacles occur during the transition process.
The method used by researchers in this research is descriptive qualitative method.
This reearch contains a speakers description and documentation. Data collection
used is the collection of primary and secondary data. The process of collecting
data through an approach to the object under research uses observation,
interviews, literature studies, and questionnaires. The researcher also uses direct
and indirect observation.
There are several obstacles experienced by service users in ship service activities
through the Inaportnet system. First, there are still manual payments for PNBP (vts,
signs, and dangerous goods), service users factors is lack of understanding of
Inaportnet. In addition, there is a lack of updates to computer devices. Use of
Inaportnet often got error systems. The effort that can be done is doing an update
so that PNBP payments can also be online, carry out training and socialization on
Inaportnet filling, update computer devices and doing evaluate and upgrade the
