In Indonesia, the type of asphalt used is hard penetration bitumen&#xD; 60/70. Increased consumption in the use of asphalt makes Indonesia had to import&#xD; it from another country. Therefore, in this study conducted by making use of&#xD; materials such as synthetic asphalt tire rubber waste, plastic PET (Polyethylene&#xD; Terephthalate) and used oil as a solvent which is also an alternative utilization of&#xD; the waste. This study aims to determine the exact composition in the manufacture&#xD; of synthetic asphalt and know the characteristics of the synthetic asphalt&#xD; compared with hard penetration bitumen 60/70 of Indonesian National Standard.&#xD; The results of this study indicate that the used oil can not be used as a solvent to&#xD; make synthetic asphalt compliant hard penetration bitumen 60/70.
