- The purpose of this study was to determine the effect of Local Own Revenue (PAD) and General Allocation Fund (DAU) to Region Government Expense at District/City of South Sumatra Province, and to determine whether there was Flypaper Effect at District/City of South Sumatra Province Period 2011-2013. Population and sample in this research is the District/City of South Sumatra Province Period 2011-2013 which published the report on the realization of the budget (APBD) for period 2011-2013 in www.djpk.depkeu.go.id site. The analysis technique used in this research is multiple linear regression with SPSS. The results showed that partial and simultaneous Local Own Revenue (PAD) and General Allocation Fund (DAU) positive and significant impact on Region Government Expense. General Allocation Fund (DAU) greater influence on Region Government Expense rather than Local Own Revenue (PAD) so that, there was Flypaper Effect at District/City of South Sumatra Province Period 2011- 2013.
