The higher the temperature of the asphalt, the lower the viscosity. In an increasingly bloated asphalt consumption is not matched by an adequate supply, it would require the use of alternatives to address the consumption of asphalt with manufacture of synthetic aspal or artificial asphalt to minimize the use of pure bitumen. In previous studies of mixing composition analysis showed 33.3% in sample 1 with latex composition 90 grams, 10 grams of PET plastic, 10 grams of HDPE plastic, and 120 ml palm oil wastes. Where the value of 396 mm penetration, softening point of 48.5&#xB0;C, flash point 206&#xB0;C, the ductility of 23.1 cm, and density 1.033 grams/ml. So the purpose of this study to improve the penetration values in previous studies to determine the characteristics of the synthetic asphalt mixtures HDPE plastic waste and rubber scrap tires with used oil solvent is done with 7 variations of composition. The composition of the seven variations in sample 4 with tire rubber composition of 240 grams, 60 grams of HDPE plastic and 250 ml used oil gained 78.81 penetration value (0.1 mm), flash point of 345oC and density 1.0506 grams/ml.
