- To assure the poor family's health, since 1997 the Government had implemented program series to overcome, from Social Safety Aids in Health Sector or Jaring Pengaman Sosial Bidang Kesehatan (JPS-BK) to Health Maintenance Insurance for Poor People or Jaminan Pemeliharaan Kesehatan Masyarakat Miskin (JPK-MM) that operating in the year 2005. One weakness of the programs for the poor was inaccurate of target group data, either on determination or criteria for the poors. This article aims to review the meaning of poverty, studies on determining the poverty criteria, and developing criteria on poor family especially for the implementation of Health Maintenance Guarantee for Poor People (JPK-MM). The criteria for poverty should include some major aspects such as politics, economics and social of health to achive the and these valid, reliable, and accessible data. Therefore, it is necessary to determine target on poor families with the riteria that have been approved so that all of the people get benefits of the program.
