- Penelitian ini ingin menganalisis oligarki partai politik dalam penentuan calon kepala daerah yang berdampak munculnya calon tunggal pada Pemilukada Kabupaten Landak tahun 2017. Teori yang digunakan adalah konsep oligarki yang dikemukakan oleh Jefrry A Winters. Metode yang digunakan dalam penelitian ini adalah kualitatif degan jenis penelitian studi kasus. Hasil penelitian menunjukkan bahwa kasus munculnya oligarki partai dalam penentuan calon Kepala Kepala Daerah pada Pemilukada Kabupaten Landak tahun 2017 disebabkan oleh 1) Kekuasaan berdasarkan hak politik formal; DPP sebagai struktur tertinggi dalam organisasi partai politik, memiliki kewenangan besar dan mutlak dalam menentukan dan memutuskan calon yang kepala daerah; 2) Jabatan resmi dalam organisasi; DPP memiliki legitimasi yang kuat dari aturan perundangan sehingga memiliki kewenangan mengatur; 3) Kekuasaan pemaksaan/koersif; DPP partai memiliki kekuasaan memaksa DPD dan DPC untuk melaksanakan keputusan dan memberikan sanksi kepada struktur partai ditingkat bawah yang tidak patuh pada keputusan partai; 4) Kekuasaan mobilisasi; DPP memiliki kemampuan mobilisasi struktur partai untuk melaksanakan kebijakan yang telah diputuskan oleh DPP melalui instruksi; dan 5) Kekuasaan material; DPP memiliki sumber daya yang besar, sehingga dapat mempengaruhi struktur partai di tingkat bahwa dalam penentuan calon yang diusung
- The study wants to analyze the oligarchy of political parties in the determination of regional head candidates that impact the emergence of a single candidate in the 2017 election Landak District. The theory used is the concept of oligarchy proposed by Jefrry A Winters. The method used in this research is qualitative dengan type research case study. The results showed that the case of the emergence of the party oligarchs in determining candidates for the Head of the Regional Head Pemilukada Landak 2017 due to 1) Power based on formal political rights; DPP as the tallest structure in the organization of political parties, have a large and absolute authority to determine and decide candidates head of the region; 2) The official title of the organization; The DPP has strong legitimacy from the law so that it has the authority to organize; 3) The power of coercion / coercive; The DPP party's has the power to force the DPD and DPC to implement decisions and impose sanctions on lower-level party structures that do not comply with party decisions; 4) The power of mobilization; DPP has the ability to mobilize the party structure to implement policies that have been decided by the DPP through instruction; and 5) Material powers; The DPP has substantial resources, so that they can influence the party structure at the level that in determining the candidates being promoted.
