- ABSTRAK Skripsi ini merupakan hasil penelitian penulis mengenai “Implementasi Kebijakan Pengoperasian Trans Metro Bandung Koridor Cicaheum–Cibeureum Oleh Unit Pelaksana Teknis (UPT) Trans Metro Bandung (TMB)”. Penelitian ini dilatarbelakangi oleh banyaknya jumlah kendaraan bermotor yang ada di kota Bandung yang selalu meningkat sebanyak 11% per tahun sementara penambahan ruas jalan hanya sebesar 1% per tahun.Tujuan dari penelitian ini adalah untuk mengetahui bagaimana implementasi kebijakan pengoperasian Trans Metro Bandung Koridor 2 Cicaheum-Cibeureum Oleh UPT Trans Metro Bandung.Teori yang digunakan dalam penelitian ini adalah teori dari George C. Edwards III (1980) mengenai empat faktor yang mempengaruhi implementasi kebijakan menjadi efektif, meliputi komunikasi yang harus tepat, jelas dan konsisten, sumber daya yang mencakup staf, kewenangan dan fasilitas, disposisi dari para implementor, dan struktur birokrasi yang berkenaan dengan kesesuaian organisasi birokrasi yang menjadi penyelenggara implementasi kebijakan publik. Metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif. Data yang dalam penelitian ini diperoleh melalui studi kepustakaan, studi lapangan melalui observasi dan wawancara, serta dokumentasi. Pemeriksaan keabsahan data dalam penelitian ini dilakukan dengan menggunakan teknik triangulasi sumber dan triangulasi teknik. Setelah dilakukan pemeriksaan keabsahan data kemudian data tersebut selanjutnya dianalisis dengan menggunakan teknik reduksi data, penyajian data, dan penarikan kesimpulan.Hasil penelitian ini menunjukkan bahwa Implementasi Kebijakan Pengoperasian Trans Metro Bandung Koridor 2 Cicaheum-Cibeureum Oleh UPT Trans Metro Bandungmasih belum berjalan dengan baik.Hal ini karena hanya faktor komunikasi dan faktor disposisi saja yangsudah baik, namun untuk faktorsumberdaya dan juga faktor struktur birokrasi cenderung belum terpenuhi. Adapun saran yang diberikan adalah perlunya dibuat marka jalan, pemenuhan jumlah sumberdaya manusia, shelter dimanfaatkan dengan sebaik-baiknya, mengganti sistem pembayaran yang masih menggunakan sistem karcis secara manual menjadi menggunakan mesin tiket, dan penambahan jumlah armada bus. ABSTRACT This thesis contains the research result done by the writer about “The Implementation of Operating Policy of Trans Metro Bandung Cicaheum–Cibeureum Corridor by The Technical Implementation Unit (UPT) of Trans Metro Bandung (TMB)”. The background of this research is based on the fact that there have been the amount of vehicles which frequently increases up to 11% per year while the roads expansion only reaches 1% per year. This research aims to investigate how the implementation of operating policy of Trans Metro Bandung Cicaheum–Cibeureum, Corridor 2, by UPT Trans Metro Bandung is done.The main theory chosen for the analysis of this research is the theory from George C. Edwards III (1980) about four factors that influence the implementation of policy to be effective, which are communication to be precise, clear, and consistent, resources that include the staff, the powers, and facilities,the disposition of the implementor, and the bureaucracystructure with respect to the suitability of bureaucratic organizations to be the organizer of implementation of public policy. The research methods used is the qualitative. The data collection procedure of this research is conducted by doing library research, field study which involves observation and interview, and documentation as well. The validity examination of the data in this research is done by using resource triangulation and technique triangulation. After the validity examination is finished, the next step is to analyse the data by using data reduction technique, data presentation and conclusion.The results of this research reveal that the implementation of operating policy of Trans Metro Bandung Cicaheum–Cibeureum, Corridor 2, by UPT Trans Metro Bandung still not going well. This because only communication and disposition factors were good, but for resources factors and bureaucratic structures factors tending to have not been. As for advice provided is road markings need to be made, the fulfillment of the quality and quantity of human resources, shelter utilized in the best possible, change the payment system that still uses a ticket system manually be using the ticket mechines, and increasing the number of fleet.
