- ABSTRAK Skripsi ini merupakan hasil dari penelitian tentang Efektivitas Program Jaminan Persalinan (JAMPERSAL)Pada Pusat Kesehatan Masyarakat (PUSKESMAS) Kawali Kabupaten Ciamis. Dari observasi dan wawancara penulis diketahui bahwa program ini belum berjalan dengan optimal. Hal ini dapat dilihat dari indikasi masalah sebagai berikut : Tujuan adanya program Jampersal ini adalah untuk mengurangi angka kematian ibu dan anak serta menghilangkan hambatan finansial ibu hamil nyatanya belum tercapai, selain itu target dalam Program Jampersal ini belum mendapatkan layanan sesuai dengan ketentuan, sosialisasi yang kurang sehingga ibu hamil tidak mengetahui dengan baik Program Jampersal. Untuk menganalisis permasalahan dalam Efektivitas Program Jaminan Persalinan (JAMPERSAL)Pada Pusat Kesehatan Masyarakat (PUSKESMAS) Kawali Kabupaten Ciamis. Penulis mengemukakan teori Riant Nugroho. Menurut Riant Nugroho ada beberapa kritrtia-kriteria yang dijadikan sebagai dimensi efektivitas program, yaitu : tepat kebijakan/program, tepat pelaksanaan, tepat target, tepat lingkungan dan tepat proses. Metode penelitian yang digunakan adalah metode deskriptif dengan teknik pengumpulan data melalui studi kepustakaan dan studi lapangan berupa observasi, wawancara dan menyebarkan angket kepada 27 responden yang jumlahnya ditentukan melalui teknik sensus. Hasil penelitian dan pembahasan menunjukan bahwa efektivitas Program Jaminan Persalinan (JAMPERSAL)Pada Pusat Kesehatan Masyarakat (PUSKESMAS) Kawali Kabupaten Ciamis sudah terlaksana dengan baik berdasarkan kriteria penilaian yang dikemukakan oleh Riant Nugroho. Dari akumulasi jawaban responden berada pada kategori tinggi. Hasil ini menunjukan bahwa hipotesis yang diajukan penulis diterima. Adapun hipotesis yang diajukan yaitu Program Jaminan Persalinan (JAMPERSAL) pada Pusat Kesehatan Masyarakat (PUSKESMAS) Kawali Kabupaten Ciamis dikatakan efektif apabila sasaran dan tujuan yang ditetapkan tercapai dengan memenuhi kriteria-kriteria efektivitas program yang meliputi tepat kebijakan, tepat pelaksanaan, tepat sasaran, tepat lingkungan, dan tepat proses. Demikian hasil penelitian kuantitatif yang penulis dapatkan. ABSTRACT The thesis is product of a research about Effectiveness of Jaminan Persalinan (JAMPERSAL) (Childbirth Assurance) Program in Local Clinic, Kawali, Ciamis Regency. Based on observations and interviews, the author found the program is not yet optimal work. It is true of indication of problems as follow: The purposes of the Jampersal program which are to decrease maternal and infant mortality rate and remove financial barriers encountering pregnant women are obvious not yet realized. In addition, the target of Jampersal Program have not service appropriate to provision, less socialization resulting in pregnant women have not proper understanding of the Jampersal Program. To analyze Effectiveness of Jaminan Persalinan (JAMPERSAL) (Childbirth Assurance) Program issues in Local Clinic, Kawali, Ciamis Regency, the author propose Riant Nugroho theory. According to Riant Nugroho, there are some criteria made into effectiveness of program dimensions: precise policy/ program, precise implementation, appropriate target, exact domain, and precise process. The research method used is descriptive and the data collection techniques are literature study and field study by means of observations, interviews, and distribution of questionnaires to 27 respondents established by census technique. The results of research and study suggest that Effectiveness of Jaminan Persalinan (JAMPERSAL) (Childbirth Assurance) Program in Local Clinic, Kawali, Ciamis Regency, was properly work based on valuation criteria proposed by Riant Nugroho. By accumulation, the reactions of respondents are in high category. These results suggest that hypothesis the author set forward is accepted. The hypothesis presented is that Effectiveness of Jaminan Persalinan (JAMPERSAL) (Childbirth Assurance) Program in Local Clinic, Kawali, Ciamis Regency, is effective when specified goals and objectives were reached by complying with effectiveness of program criteria covering precise polity, precise implementation, appropriate target, exact domain, and appropriate process. Thus, the results of quantitative research the author found out.
