- ABSTRAK Skripsi ini menggambarkan hasil penelitian mengenai “Pengawasan oleh Balai Pelayanan Penempatan dan Perlindungan Tenaga Kerja Indonesia (BP3TKI) Bandung terhadap Pelaksana Penempatan TKI Swasta (PPTKIS) dalam Rangka Penempatan dan Perlindungan Tenaga Kerja Indonesia (TKI) di Wilayah Jawa Barat”. Latar belakang penulisan skripsi ini adalah adanya ketertarikan terhadap fenomena besarnya jumlah TKI bermasalah asal Jawa Barat yang ditengarai disebabkan oleh PPTKIS yang belum melaksanakan penempatan dan perlindungan TKI sesuai aturan yang berlaku. Penulis menduga hal ini dikarenakan pengawasan BP3TKI Bandung terhadap PPTKIS belum optimal. Pada observasi awal, ditemukan adanya indikasi seperti kurang rutinnya monitoring sampai evaluasi kinerja yang belum dilakukan dengan rutin dan menyeluruh terhadap kantor pusat maupun cabang PPTKIS yang melakukan perekrutan di Provinsi Jawa Barat. Tujuan penelitian ini adalah untuk mengetahui bagaimana pengawasan yang dilakukan oleh BP3TKI Bandung terhadap PPTKIS dalam rangka penempatan dan perlindungan TKI di wilayah Jawa Barat. Metode penelitian yang digunakan adalah metode penelitian deskriptif. Adapun teknik pengumpulan data yang digunakan adalah studi kepustakaan dan studi lapangan melalui observasi, wawancara, cross check dan penyebaran angket kepada responden yang berjumlah 20 orang, yang diperoleh melalui teknik sampling jenuh. Data yang diperoleh dianalisis menggunakan teori yang digunakan penulis. Hasil penelitian menunjukkan bahwa jawaban responden berada pada kategori cukup baik. Dari pembahasan yang penulis lakukan dapat ditarik kesimpulan bahwa pengawasan belum dilakukan secara optimal. Belum semua pegawai memahami mekanisme pengawasan, intensitas kegiatan monitoring yang masih kurang, evaluasi kinerja PPTKIS belum dilakukan secara rutin, serta sanksi dan pembinaan yang belum dilakukan secara menyeluruh. ABSTRACT This mini thesis describes the results of research on the “Supervision by Service Center on The Placement and Protection of Indonesian Migrant Workers (BP3TKI) Bandung toward Private Recruitment Agency of Indonesian Migrant Workers (PPTKIS) in the Placement and Protection of Indonesian Migrant Workers in West Java Region”. This research is motivated by the interested in the phenomenon of West Java as a migrant source province that has a large number of migrant workers who face problems which was allegedly caused by PPTKIS that have not implemented the placement and protection of migrant workers according to the rules. The authors suspect that it is due to the supervision by BP3TKI that is not optimal. Based on early observation, there was an indications such as lack of routine monitoring and evaluation of PPTKIS performance that is not comprehensively conducted. This research aims to describes how was the supervision that was doing by BP3TKI Bandung towards PPTKIS in the placement and protection of Indonesian migrant workers in West Java. The method used in the composing of this mini-thesis was descriptive research method. The data collection techniques used in this mini thesis is literature study and field study that include observation, interview, cross check and with questionnaires spreading to 20 respondents that gained from saturated sampling technique. The collected data were analyzed using theory used by the author. The results indicate that the supervision by BP3TKI Bandung toward PPTKIS in West Java Region has not implemented well. There are some indicators from the dimension of supervision that has not done optimally like not all employees understand the mechanisms of supervision, the intensity of monitoring is still lack, evaluation of PPTKIS performance and correction activities that is not comprehensively conducted.
