- Penelitian ini berjudul Efektivitas Pelayanan Pemerintah dalam Pembuatan KTP dan Kartu Keluarga di Kelurahan Cipadung Kota Bandung. Penelitian ini dilatarbelakangi tidak optimalnya pelayanan administrasi yang dilakukan oleh pemerintah setempat terkait pembuatan KTP dan Kartu Keluarga. Pelayanan merupakan tugas utama bagi aparatur negara sebagai abdi negara dan abdi masyarakat. Tugas ini secara jelas telah digariskan dalam pembukaan Undang–Undang Dasar 1945 alinea ke empat, yang meliputi empat aspek pelayanan pokok aparatur terhadap masyarakat yang berbunyi : Melindungi segenap bangsa dan seluruh tumpah darah Indonesia memajukan kesejahteraan umum dan mencerdaskan kehidupan bangsa. Eksistensi efektifitas pelayanan publik ini diasumsikan karena pengaruh tingkat disiplin kerja aparat pemerintah, sedangkan tujuan penelitian ini adalah untuk mengetahui besarnya implikasi disiplin kerja aparat pemerintah terhadap efektifitasnya pelayanan umum, khususnya di Kecamatan Kendahe Kabupaten Sangihe. Penelitian ini menggunakan metode deskriptif dan pendekatan kualitatif dengan tujuan dapat menggambarkan dan mendeskripsikan bagaimana Efektivitas Pelayanan Pemerintah dalam Pembuatan KTP dan Kartu Keluarga di Kelurahan Cipadung Kota Bandung. Teknik pengumpulan data dilakukan melalui observasi, wawancara dan dokumentasi. Key words : Efektivitas, Pelayanan Publik ABSTRACT This study entitled Effectiveness of Government Services in the ID card and family card in the Village Cipadung Bandung. This research is motivated not optimal administrative services performed by the relevant local government ID card and family card. Services is a key task for the state apparatus as a servant of the state and public servant. This task is clearly outlined in the preamble of the Act of 1945, paragraph four, which covers four aspects of basic services to the public apparatus that reads: Protect the entire nation and the country of Indonesia to promote the general welfare and educating the nation. The existence of the effectiveness of public services is assumed that the effect of the level of work discipline government officials, while the purpose of this study was to determine the implications of the work discipline of government officials to the effectiveness of public services, particularly in Sub Kendahe Sangihe. This study uses descriptive and qualitative approach with the aim to illustrate and describe how the effectiveness of Government Services in the ID card and family card in the Village Cipadung Bandung.
