- ABSTRAK Skripsi ini memaparkan hasil penelitian yang menggambarkan Implementasi Kebijakan Peruntukan Lahan di Kecamatan Pasirwangi Kabupaten Garut (Studi tentang Kawasan Wisata Darajat) yang dilatarbelakangi adanya alih fungsi lahan kawasan lindung menjadi kawasan lain terbangun berupa wisata buatan yang tidak direncanakan pada Peraturan Daerah Kabupaten Garut No. 29 Tahun 2011 tentang Rencana Tata Ruang Wilayah Kabupaten Garut Tahun 2011-2031. Teori yang digunakan dalam penelitian ini adalah teori implementasi kebijakan dari Charles O. Jones (1994). Tiga aspeknya yaitu aktivitas organisasi, interpretasi dan aplikasi. Metode yang penulis gunakan dalam penelitian ini adalah metode kualitatif dengan pendekatan deskriptif dan teknik purposive untuk penentuan informan. Sedangkan data yang diperoleh berdasarkan studi pustaka dan penelitian lapangan. Dalam penelitian ini, teknik keabsahan data dilakukan dengan dengan triangulasi sumber dan teknik. Berdasarkan hasil penelitian, nyatanya pelaksanaan Kebijakan Peruntukan Lahan di Kecamatan Pasirwangi Kabupaten Garut (Studi tentang Kawasan Wisata Darajat) belum berjalan optimal. Salah satu penyebab belum optimalnya implementasi kebijakan tersebut yaitu karena ketidakberadaannya aturan hukum penjelas berupa Rencana Detail Tata Ruang Kecamatan Pasirwangi yang menyebabkan multipersepsi terhadap para pelaksana kebijakan peruntukan lahan di kawasan tersebut. Saran yang penulis rekomendasikan agar kebijakan Peruntukan Lahan di Kecamatan Pasirwangi Kabupaten Garut (Studi tentang Kawasan Wisata Darajat) berjalan optimal yakni dengan perlu dibuatnya aturan hukum penjelas terkait kebijakan tersebut berupa Peraturan Daerah tentang Rencana Detail Tata Ruang Kecamatan Pasirwangi. ABSTRACT This thesis presents the results of research that describes the Implmentation of Land Use Policy in Pasirwangi District Garut Regency (Study of Darajat Tourism Area) which is the background of the conversion of the protected area to another area was built in the form of artificial tourism which is not planned in the Regional Regulation of Garut Regency. 29 Year 2011 on Spatial Planning of Garut Regency Year 2011-2031. The theory used in this research is the theory of policy implementation of Charles O. Jones (1994). Three aspects of organizational activity, interpretation and application. The method that writer use in this research is qualitative method with descriptive approach with purposive technique for informant determination. While the data obtained based on literature studies and field research. In this research, data validity technique is done with triangulation of source and technique. Based on the results of research, in fact the implementation of Land Allotment Policy in Pasirwangi District Garut Regency (Study of Darajat Tourism Area) has not run optimally. One of the causes of not optimal implementation of the policy is that the non-existence of the rules of explanatory law in the form of Detail Spatial Planning Pasirwangi District which causes multipersepsi to the implementers of land use policy in the region.Suggestions that the authors recommend that the policy Land Allotment in Pasirwangi District Garut regency (Study of Darajat Tourism Area) running optimally that is with the need to make the rules of law related policy descriptor in the form of Regional Regulations on Detail Plan Spatial Pasirwangi District.
