  • This study aims to determine the competence of MTs and MA counselors in East Java, using a qualitative descriptive approach. The subjects of this research are counselors of MTs and MA who have completed the Guidance and Counselling Teacher Training in Surabaya Religious Training Center. Data was collected by using questionnaires, while data analysis was done by a qualitative descriptive.The results showed that 26% of counselors had high multicultural competence, 60% moderate, and 14% low. The findings show that the level of awareness among counselor in terms of knowledge and skills to foster multiculturalism is still at the medium level. Therefore, it is necessary to design a model, curriculum and training strategy based on the need analysis of the awareness, knowledge and skills of multicultural madrasah counselors. In conclusion, multiculturalism is a reality of human life. Multicultural phenomenon also existed at schools. In counselee services, each counselee has cultural diversity, so it needs empathy for multicultural counseling. Counsellors should have their competency in multicultural counseling that can make counseling services successful. Keywords: Multicultural Counseling, Competence, Counselors
