- Organizing Elections without involving the role of the supervisor of elections is tantamount to letting the occurrence of smuggling offences in the democratic system. In carrying out its duties in addition to conduct surveillance, panwas of city including Bitung city of Panwas has the authority to resolve the dispute over the election of Mayor and Deputy Mayor in accordance with a decision of the dispute resolution offices as a final and binding decision. With the authority owned, in completing the process of nomination of an individual dispute at the election of the Mayor and Deputy Mayor of Bitung year 2015, panwas Bitung City sued for being so professional. The professionalism Panwas of Bitung city in particular stages of the candidacy of an individual both stages of the fulfillment of the terms and conditions of support administration candidates when it rated very weak. Professional organizers are not done by the panwas of Bitung city they from twice the decision issued by the council of the panwas of Bitung city in case of dispute, the individual nomination of Mayor and Deputy Mayor of Bitung in 2015 on behalf candidate Ridwan Lahiya and Drs. Maxmillian Hendrik Willem Purukan which proved to be not meet the amount of support and does not incorporate document requirements, but the Election Commission ordered the city of Bitung panwas to sign with the number 7. This research was conducted at the Panwas of Bitung city using qualitative method to know the professionalism of Bitung city of Panwas in the dispute process the nomination of individual Election of Mayor and Deputy Mayor of Bitung of the 2015.Keywords : Professionalism, Panwas, Dispute resolution.
