- This research is conducted to explore on why and how the government implements the modelof the Batu city development as a ecotourism city. The qualitative approach is utilized in this studywith Descriptive-Qualitative implemented in data analysis technique. Whereas the quantitative datais also useful to strengthen the qualitative findings. Indeepth interview, Observation anddocumentation, were used as data collection tools. The respondents of this study were determinedpurposively that include: The local leaders, and Residents. While the informants include: the chiefof tourism department of Batu city, ecotourism analyst both from local community and highereducation, and NGO-enviroment preservation.The conclusion of research study ares: (1) Batu city have good potentials resources as a capitalfor city developmental; (2) Batu city as refreshing area, so it is possible to be ecotourism city; (3)The community of Batu city are supporting for Batu city developing, as a ecotourism city; (4) Theorientation of Batu city development is based on mission and vision of Batu city, as: “Batu asagropolitan city, base on Tourism and Civil Society”; and (5) The orientation of Batu city developmentis using of the Rurban Oriented Paradigm (ROP)
