- This research titles The Study of Diversification Development of Local Enterprise (abbreviated BUMD). This formulates the problems such as 1). How Bekasi’s government strategizes the increasing of BUMD performance growth generally and completely. 2). what kinds of factor that can obstruct Bekasi government in improving of BUMD performance growth generally and completely. 3). How government’s policy in its empowerment effort included in business strategies, growth and corporate restructuring. Meanwhile, the research method uses a kind of descriptive analysis research with data collecting technique done through direct observation, questioner, deep interview, documentation study, and literary study. Furthermore, the data source is stakeholder connecting with BUMD formation and development in Bekasi District, official documents about BUMD optimalization effort, and data analysis done qualitatively. This research shows that in regional autonomy implementation and the improvement of BUMD role and empowerment in regional and national economic development, needs to take some policies and steps, such as: 1). The authority giving and bigger and wider policy delegation by the regional leader to BUMN (National Enterprise) in the operational. Moreover, the reduction of Local government intervention is necessary in many things during implementing the business of BUMD. 2) The growth and development of BUMD needs to be guided and implemented. Especially, its motif is business profit to improve the acceptance of local company profit for PAD, through the skill improvement and direction professionalism and its staff in running the company as pure commercial business that prioritize efficiency consideration, and adequate business profit achievement. It is required to plant and develop the spirit and soul entrepreneurship on direction and BUMD staff in implementing the operational effort. Nevertheless, the consideration of environment protection is necessary to be concerned and applied. In this case, the attempt of BUMD competitiveness improvement should not turn off the efforts of society's economy in small and medium-scale. Similarly, among BUMD competition, it shouldn’t be hit and kill each other, but it is necessary to do protection effort by local government in order to avoid that. Therefore, BUMD business and other weaker business can work together, and support and strengthen each other. Keywords: Local Enterprise diversification
