- Election in 2009 is the third election in reformation era. If election in 2004 is successful and admitted as democratic election internationally, 2009 election is expected to continue 2004 election’s success. However, some observers and politicians consider it worse than 2004 election. In fact, some people judge 2009 election as the worst election ever from all elections in Indonesia. One of the dominant problems is the unqualified voter list (DPT). This writing tries to analyze the DPT arrangement process and 2009 election implementation in Bekasi. This analysis is expected to identify some problems related to the arrangement and the steps of election implementation in Bekasi. Thus, it can give a contribution to understand some election implementation problems in national level. Keywords : Election in Reformation Era
