- Cellular telecommunication business development had impacted into planological aspect according to amount enhancement of the communication towerconstructions. In one hand, positioning and esthetically distribution of everycommunication tower must be mapped on accurately coordinate; and in otherhand, the improvement of cellular mobile communication forced the operator orcommunication provider to construct a number of communication tower regularly.There were five analysis judgements, include telecommunication system andengineering aspect, to organize the tower construction planning and orderlydistribution as the supporting system in municipal policy making to implement thecity management.Keywords:Cellular Telecommunication, Esthetical Planology, City Management.
