- It is no doubt that the capability to rise the local revenue (pendapatan asli daerah/PAD) remains questionable issues as the main source of regional income. However, user charges on trade or distribution of goods plays an important role on raising local revenue at many local governments. In this case, the weakness in administrative supports and taxing power of the local government lead to the weak capability of local governments to raise the revenue, leading to large and persistent dependency on financing the local budget from the central government.
