- Household interviews were conducted in 1978, to study the characteristics of health insurance policy holders and the utilization of health insurance service by civil servants and retired civil servants. The survey was done in three sample areas, i. e. the Metropolitan city of Jakarta, two regencies in East Java and two regencies in Bali. An analysis was done to study the utilization of the health insurance service. The demand for medical treatment among civil servants and retired civil servants was respectively 13.6 - 20.1 and 11.9 - 18.2 per 100 people monthly, and the monthly utilization of health insurance service amounted to 6.9 - 11.1 and 6.7 - 11.5 per 100 people. Demands for hospital care and spectacles among civil servants and retired civil servants were respectively 3.0 — 3.3 and 2.2 - 2.6 per 100 people in 6 months period, and the utilization of health insurance was respectively 1.6 — 2.4 and 1.0 — 1.5 per 100 people in the same period. The health insurance service could meet the need of health insurance policy holders in that respectively 59.0 % and 56.1 %of the demand for medical treatment among civil servants and retired civil servants were fulfilled by the health insurance service. 71.3 % of civil servants and 80.6% of retired civil servants had made use of the health insurance service for their demand for hospital care, spectacles and hearing aid.
