- The concept of regional autonomy offered by the central government to regions (i.e. Kotawaringin Barat) constitutes a complete autonomy (which is broad, real, and responsible). This enables the regions to arrange and manage its all assets independently for the sake of the welfare of society. However, there are still many regions which have not optimized its regional assets. This, then, inflicts some problems to the regions themselves such as the existence of empty lands or areas which bring no beneficial contribution to the local government related to the development of the regions. One of the assets which have not been used by the local government in Kotawaringin Barat region is an empty land at Jalan HM. Rafiāii Pangkalan Bun which is nowadays used as a developmental exhibition place held by local government annually. Related to this issue, this research is aimed to find the alternative for the usage of local government land of Kotawaringin Barat region which has not been occupied in order to get the regional revenue. The analysis method used in this research is highest and best use analysis. There are two use alternatives of the result of this analysis namely 3 star hotel and city park/amusement in terms of phisically aspect, legal, financial and maximum productivity. The final result shows that the highest and best use is 3 star hotel. The value of the land is about Rp. 410,000/m2. Meanwhile, its return on equity is about 5.53 years.
