- Feasible Living Needs (KHL) is something fundamental in determining the minimum wage for workers. Feasible Living Needs Survey (KHL) is important to do as a basis for establishing State Minimum Wage (UMK). This study aims to determine the barriers implementation Living Needs survey. The results showed that the implementation of the survey in the field is often hampered by the availability and timeliness of budget, as well as the reluctance of traders. Therefore this study suggests that the KHL survey should be conducted periodically in one year and supported by the availability and timeliness of budget down.
