  • Penelitian ini dilakukan untuk menganalisis peranan kepemimpinan Kepala Desa Pekan Kamis Kecamatan Tembilahan Hulu Kabupaten Indragiri Hilir. Penelitian ini bersifat deskriptif kualitatif, yaitu suatu jenis penelitian yang bertujuan untuk mendapatkan pemahaman tentang kenyataan melalui proses berfikir induktif. Metode penelitian ini disebut juga dengan metode penelitian naturalistik karena penelitiannya dilakukan pada kondisi yang alamiah (natural setting), disebut sebagai metode kualitatif, karena data yang terkumpul dan analisisnya lebih bersifat kualitatif. Informan dalam penelitian adalah orang-orang yang terlibat lansung dalam pengelolaan program pemberdayaan desa menuju desa mandiri di desa Pekan Kamis Kecamatan Tembilahan Hulu, yaitu BPD, LPM, Kepala Dusun, Ketua RW, Ketua RT dan Kelompok Kerja serta Camat selaku koordinator program. Berdasarkan hasil penelitian dan analisis yang dilakukan terhadap hasil wawancara dengan informan, diketahui bahwa peranan Kepala Desa Pekan Kamis Kecamatan Tembilahan Hulu belum optimal. Hal ini dapat dilihat dari indikator penelitian antara lain peran pengambilan keputusan tidak sesuai dengan apa yang diharapkan diantaranya, 1).Dalam menetapkan sasaran program kegiatan desa mandiri, Kepala desa tidak melibatkan mitra kerja (BPD dan LPM), 2).Dalam menyusun program kegiatan desa mandiri, kepala desa belum mengutamakan skala prioritas, 3).Strategi yang dilakukan kepala desa, belum memperhatikan kepentingan masyarakat, 4).Alokasi sumber daya belum optimal 5).Dalam pelaksanaan program kegiatan kepala desa tidak menfungsikan penanggung jawab atau kelompok kerja. 6).Dalam mengambil keputusan kepala desa kurang arif dan bijaksana, 7).Sebelum mengambil keputusan, Kepala desa sering tidak meminta masukan dari bawahan dan mitra kerja. Selain itu peran mempengaruhi, peran memotivasi, peran antar pribadi dan peran informasional juga belum berfungsi secara optimal. Dengan belum optimalnya peran Kepala Desa tersebut, maka pengelolaan program pemberdayaan desa menuju desa mandiri di desa Pekan Kamis Kecamatan Tembilahan Hulu, juga belum terlaksana sesuai dengan harapan. Kata Kunci : Kepemimpinan, Pemberdayaan, Desa mandiri. ABSTRACT This study aimed at knowing the role of Pekan Kamis Village Chief leadership at Sub-District Tembilahan Hulu, Indragiri Hilir District. This study is descriptive qualitative and aimed at understanding the reality through an inductive process of analysis. The methodology is well known among naturalistic studies, in a sense that it is conducted in a natural setting. It is also well known as a qualitative method, because the data collected and the qualitative analysis was done by the people who were directly involved in the program management of rural development toward self-sufficiency. At Pekan Kamis village, they were BPD, LPM, Hamlet Chief, Neighborhood Chairmen (Ketua-Ketua RT/RW) and Chief of the District who was also the coordinator of program. Based on the result and analysis which was done during the interview with the interviewee it was clear that the role of the Pekan Kamis Village Chief was not yet optimal, It could be seen from the fact that the Village Chief decision making was not according to the villagers’ expectations such as: 1) In deciding a target of self-sufficient village program, the Chief did not consult his team (BPP & LPM), 2) In developing self-sufficient programs the Chief did not focus on the priorities of the village , 3) His strategy of development did not focus on peoples’ needs, 4) The allocation of resources was not optimal , 5) In implementing the program, the Chief did not make a coordinated effort or appointed a team, 6) In decision making, the Chief has not shown his understanding of the people. , 7) In making decisions, the Chief never consulted others. The Chief neglected his role of influencing of motivating , of communicating with, and imparting information to his people. Therefore the Chiefs role as leader of Pekan Kamis village has far less impact on rural empowerment proram than expected. Keywords : Leadership, Empowerment, self-sufficient village.
