- Abstract: Having a house that not livable to live in is a basic fulfillment rights. As explained that house is one of basic fulfillment rights for every citizens of Indonesia, so every citizen entitle to have place to live for and have a good and healthy natural environment. In psychological side, the existence of a house will bring people for feeling comfortable so every people or family that living in that house can feel free to do their job and can be more concentrate with the condition that their feeling with. Implementation is something that happen after constitution were set that will give an program authority, policy, advantages or the real type of output. In every process that exist, implementation is an important stage because every policy program must be implemented so can it can reach the impact and the goals as expected for. Implementation for every program are involve government and citizen as a target of the program that issued by the government. Citizen middle class welfare can be presented from the citizen’s life level. Citizen’s life level can be marked with alleviated from poverty, health level, high level education and citizen’s productivity level. A good implementation program will make an enhancement of welfare. This research are using quantitative research which is attempted to answer the magnitude of the influence of implementation variable of welfare. Data collection techniques that give questionnaire to beneficiary. Analysis data testing are uses validity test, reliability test, simple linear regression test and correlation product moment test. This research are researched to explained the influence of implementation of social rehabilitation program – house that not livable of enhancement of public welfare.keywords : Implementation, Public welfare.
