- Abstract: The Poverty Alleviation Program Based on The Empowerment of Micro and Small Economic Enterprises (Study of Empowerment of Sambel Pecel Home industry in Kota Madiun). Poverty is a common problem in Kota Madiun and Sambel Pecel Home industry cannot escape from this problem. Conventional management, incapacity to expand due to limited capital, narrow marketing share, and lower human resource, are the characteristic of this industry. Such conditions must be alleviated because Sambel Pecel is the icon of Kota Madiun that needs to be preserved. Result of research is explained as follows: (1) The implementation of poverty alleviation program based on the empowerment of micro and small economic enterprises is already good but it is not in maximum considering the poverty alleviation program, the empowerment process of Sambel Pecel Home Industry, and the result of empowerment process of Sambel Pecel Home Industry; and (2) Factors supporting and constraining the program are elucidated as follows: (a) The supporting factors are high demand for Sambel Pecel and high competition; and (b) The constraining factors include conventional or traditional equipments, the incompatibility between data and fact, and not all Sambel Pecel Home industries have permit from PIRT and BPOM.Important recommendation is provided based on these results. Dinas Perindustrian Perdagangan Koperasi dan Pariwisata can take several empowerment measures such as by cooperating with food and beverage stores and souvenir shops, by providing a milling machine to all Sambel Pecel Home industries, by having periodic socialization or installing pamphlet about setup registration, and by socializing PIRT and BPOM to increase self-awareness of Home industry entrepreneurs. Keywords: empowerment, home industry, sambel pecel Abstrak: Program Penanggulangan Kemiskinan Berbasis Pemberdayaan Usaha Ekonomi Mikro dan Kecil (Studi Pemberdayaan Home industry Sambel Pecel di Kota Madiun). Kemiskinan merupakan masalah yang masih banyak ditemui di Kota Madiun, termasuk home industry sambel pecel. Mereka masih lemah dan belum bisa mengembangkan usahanya karena keterbatasan modal, pemasaran yang masih dalam lingkup kecil dan sumber daya manusia yang masih rendah. Kondisi seperti ini harus segera ditangani, mengingat sambel pecel merupakan ikon dari Kota Madiun Dari hasil penelitian ini dapat diketahui bahwa (1) Pelaksanaan program penanggulangan kemiskinan berbasis pemberdayaan usaha ekonomi mikro dan kecil telah berjalan dengan baik namun belum sepenuhnya maksimal yang dilihat dari program penanggulangan kemiskinan, proses pemberdayaan home industry sambel peccel dan hasil dari proses pemberdayaan home industry sambel pecel; (2) Faktor pendukung dan faktor penghambat terdiri dari a) Faktor Pendukung berupa tingginya permintaan sambel pecel dan tingginya persaingan; b) Faktor penghambat berupa peralatan yang digunakan masih sederhana, data yang tidak sesuai dengan kenyataan, dan belum semua sambel pecel memiliki ijin PIRT dan BPOM. Rekomendasi penting yang dapat diberikan dari hasil penelitian ini adalah pelaku home industry sambel pecel diikutsertakan dalam pameran diluar Kota Madiun, Disperindagkoppar menjalin kerjasama dengan toko makanan dan minuman selain toko oleh-oleh, pemberian bantuan mesin giling bagi seluruh home industry sambel pecel, sosialisasi rutin dan pemasangan baliho tentang pendaftaran usaha baru, dan sosialisasi tentang PIRT dan BPOM serta harus ada kesadaran diri dari pelaku home industry.
