- Abstract: The small business sector holds a very important role. Because of this, in this era of globalization requires the existence of small business licenses particularly in trade given the still many forms of business which does not have a Trade business license. By having a business license and business activities that are not preoccupied with issues of curbing or demolition. The benefits derived from the ownership of the business license as a means of legal protection. The researcher is looking for a relationship between the enactment of the influence provided to small business empowerment. The results showed that the existence of the very existence of the assist provided small entrepreneurs in industrial centers Chips Tempe Sanan Malang in empowering their trading business. This is apparent from the legal protection of the local Government's response to their trading business, the ease of filing of loan capital thanks to the presence of SIUP, as well as easy to forge partnerships with other parties due to the presence of SIUP. Keywords: The Enactment Of The Trade Business License, Small Business Empowerment.Abstrak: Sektor usaha kecil memegang peranan sangat penting. Oleh karena hal tersebut, maka di era globalisasi ini usaha kecil memerlukan adanya perijinan khususnya dibidang perdagangan mengingat masih banyak sekali bentuk usaha yang tidak memiliki Surat Izin Usaha Perdagangan (SIUP). Dengan memiliki izin usaha maka kegiatan usaha yang dijalankan tidak disibukkan dengan isu-isu penertiban atau pembongkaran. Manfaat yang diperoleh dari kepemilikan izin usaha tersebut adalah sebagai sarana perlindungan hukum. Peneliti mencari hubungan pengaruh antara pemberlakuan SIUP terhadap pemberdayaan usaha kecil. Dari hasil penelitian menunjukkan bahwa keberadaan SIUP sangat membantu eksistensi para pengusaha kecil di Sentra Industri Keripik Tempe Sanan Kota Malang dalam memberdayakan usaha mereka. Hal ini terlihat dari adanya perlindungan hukum dari pemerintah setempat terhadap usaha mereka, kemudahan mengajukan peminjaman modal berkat adanya SIUP, serta mudah untuk menjalin hubungan kerjasama dengan pihak lain berkat adanya SIUP. Kata Kunci: Pemberlakuan SIUP, Pemberdayaan Usaha Kecil.
