  • Abstract: Capacity Building in Order to Increase the Effectiveness of the Learning Process in Schools in Rural Areas (Study in Merauke Regency Papua Province). The condition of education in Merauke district has not shown optimal results so that capacity building is used as an effort to overcome these problems. The purpose of the study was to determine the capacity building that have been implemented and their impact on the effectiveness of the learning process. This type of research is descriptive qualitative. Data collection techniques used interview, observation and documentation techniques. Furthermore, the data analysis used is the analysis model of Miles, Huberman and Saldana. The results of the study indicate that capacity building efforts have been carried out to increase the effectiveness of the learning process in schools but have not shown optimal results. The positive impact on learning effectiveness has shown good results, but this criterion uses an emergency curriculum system. The supporting factors are shared commitment and leadership, while the inhibiting factors are budget, access, lack of facilities and environmental factors.
