- Abstract: Local Government Innovation through Community Based of Integrated Epidemiological Surveillance (COMBINES), (Study on Puskesmas Kepanjen in Kabupaten Malang). This study begin from the assumption that the need for local government innovation, where innovation is beneficial and a solution to the problem there. To understand the assumption above, conducted research in Kabupaten Malang, with exposes two pronouncement (1) How does the innovation process through the Local Government Community Based Integrated Epidemiological Surveillance (COMBINES)? (2) What the result of COMBINES against efforts to reduce maternal mortality ?. The Achivement of the two pronouncement are (1) Knowing, describe and analyse the innovation process through the Local Government Community Based Integrated Epidemiological Surveillance (COMBINES, (2) Determine, describe and analyse the result of COMBINES againts efforts to reduce maternal mortality. The results of this study concluded that when analysed using the characteristics of innovation COMBINES is an innovation, where the stage begins appearance of problem or need the speed of reporting of case of obstetric and infectious diseases in the community. COMBINES is an innovative process thatproved to be useful for early detection activities. Keyword: innovation, local government innovation, Puskesmas, COMBINES. Abstrak: Inovasi Pemerintah Daerah melalui Surveilans Epidemiologi Terpadu Berbasis Masyarakat (Sutera Emas), (Studi pada Puskesmas Kepanjen di Kabupaten Malang). Penelitian ini bermula dari asumsi bahwa perlu adanya inovasi pemerintah daerah, dimana inovasi tersebut bermanfaat dan menjadi solusi atas permasalahan yang ada. Untuk memahami kebenaran asumsi yang dibangun diatas, dilakukan penelitian di Kabupaten Malang, dengan menghadapkan dua pertanyaan (1) Bagaimana proses inovasi pemerintah daerah melalui Surveilans Epidemiologi Terpadu Berbasis Masyarakat (Sutera Emas)?, (2) Apa hasil Sutera Emas terhadap upaya penurunan angka kematian ibu?. Pencapaian terhadap dua pertanyaan tersebut adalah (1) Mengetahui, mendeskripsikan dan menganalisis proses inovasi pemerintah daerah melalui Surveilans Epidemiologi Terpadu Berbasis Masyarakat (Sutera Emas), (2) Mengetahui, mendeskripsikan dan menganalisis hasil Sutera Emas terhadap upaya penurunan angka kematian ibu. Hasil penelitian ini menyimpulkan bahwa setelah dianalisis menggunakan ciri-ciri inovasi, Sutera Emas merupakan sebuah inovasi, dimana tahap pemunculannya berawal dari sebuah masalah atau kebutuhan kecepatan pelaporan kasus-kasus kebidanan dan penyakit menular di masyarakat. Sutera Emas merupakan inovasi proses yang terbukti bermanfaat untuk kegiatan deteksi dini. Kata Kunci: inovasi, inovasi pemerintah daerah, Puskesmas, Sutera Emas
