- District autonomy has given a great deal of opportunities for society and provincial government in order to realize an ideal society which is represented by its justice and prosperity for everybody. This is popularly called “civil society”. To realize this, it requires to develop human resources. This is done by empowering society to have self inner dynamic through education and maximize the function of Islamic education, especially its potential development. Therefore, it is crucial to improve human resources which are directed into three aspects: quality improvement of education, quality improvement of moral education in the first level, and educating and training which are directed to empower society.
