- The objectives of this research is to identify the actual potential of tobacco farmers in tobacco cultivation and the farmers challenges in tobacco cultivation development. The methods used of this study was survey methods, and techniques of data collection are : observation, literature study, and interviews with stakeholders (officials at institutions/government agencies, tobacco industry and tobacco farmers). The results of this research showed that the potential of the tobacco farmers in developing tobacco business is still relatively low. This can be seen from several factors , i.e: 1) the low ability of capital, 2) the lack of knowledge in cultivation techniques and processing to produce the high grade tobacco, 3) difficulties in marketing their products, 4) helpness of institutional support, and 5) the lack of interest of tobacco industry to conduct business cooperation with tobacco farmers as a consecuence of the low and discontinuity of tobacco quantity and quality which produced by farmers. Some of the challenges that must be encountered by tobacco farmers are: the farmer ability to meet a demand of cigarettes industry who need tobacco in large quantity, and the Framework Convention on Tobacco Control (FCTC), which aims to protect present and future generations from health perturbation and environmental damage.
