Theory is used to generalize the problem is Agenda Setting level two Mc Combs and Shaw. Data were obtained from 100 populations cyber media dan menjelaskan pengaruh mediasi sikap pembaca. Teori yang digunakan untuk menggeneralisasi masalah adalah Agenda Setting level dua Mc Combs dan Shaw. Data diperoleh dari 100 populasi dan persepsi dengan menggunakan teknik nonprobabilitas model purposif. Teknik pengumpulan data menggunakan kuesioner. Analisis dan pengolahan data menggunakan SPSS. Hasil penelitian menunjukkan bahwa intensitas membaca berita di metrotvnews.com berpengaruh terhadap sikap pembacanya. Sikap pembaca mempengaruhi persepsi pembaca terhadap kerangka pesan isu Tolikara. Sikap pembaca memediasi pengaruh intensitas pemberitaan terhadap persepsi pembaca. Kesimpulan penelitian ini adalah media siber masih memiliki pengaruh pengaturan agenda terhadap pembaca. Oleh karena itu media dalam pemberitaannya harus imparsial (meliput kedua sisi) dan prinsip netralitas dalam penyusunan berita.
