- Bishop Carlos Ximenes Belo was an East Timor Bishop during the time of conflict between East Timor and Indonesia’s government. During that time East Timor gains a lot of military pressure from Indonesia’s government, including massacres against the people of Timor. Hearing a lot of complaints from the people of East Timor, Bishop Belo started to act and express his counteraction against Indonesia. His action leads awareness towards the international community upon the tragedy in East Timor. Belo gains international recognition when he received the Nobel Peace prize in 1996. Using Constructivism theory, this thesis reviews the role of non-state actors in this case Bishop Carlos Ximens Belo in resolving the conflict between East Timor and Indonesia’s government. This thesis also reviews the application of Christian values that can be seen in the action and effort of Bishop Belo in mediating the conflict. To examine these issues, qualitative research has been done. Primary and secondary data have been collected and used for analysis. The results of this study discuss the background of the problems between East Timor and Indonesia and explaining the role and the value of Christian values indicated by Bishop Belo in resolving the conflict.
