- National program empowerment community of rural independent environment (PNPM-LMP) was launched as a national program supporting empowerment of rural independent community (PNPM-MPd) that have been implemented since 2007 as a continuation of program development districts (KDP) which is considered to have succeeded but have not touched the environmental aspects. PNPM-LMP is an effort for the environment aspect and natural resource management to be an integral part of development activities in rural communities. Such as community empowerment programs and other development, community participation is absolutely required. Community participation will certainly ensure the success and sustainability the program which recently The research was conducted by the census method that was interview with questionnaires guide that had been developed for all public representatives who have participated in the community meetings at least once during the 2-year program 2010-2011. How the implementation of PNPM-LMP program in Pal 30 village Lais Sub-Dictrict, described descriptively. Sosio-economic factors which associated with the level of community participation were analyzed tabulation and correlation analysis of the product moment pearson. The results of this study indicate that the level of participation in this program include medium category. The fourth variable which is observed are time studying, total family income, total family dependents and wide family farm. Respondents had a low relationship to the level of community participation only the amount of family income have a significant effect on the palnning stage.
