- This study aims to analyze the condition employment and analyze how the implementation of an existing mutations in Kepahiang district within the last 3 years 2009 to 2011 by using qualitative descriptive methods by secondary data obtained from several existing agencies, in this peneletian is found that the frequency of rotatons in the district Kepahing category often but it is also still a lot echelon is still empty and almost 50% were in the sitting position does not match the existing disciplines, in government implementation of the mutations frequently occurs 3 to 5 times a year so make the employee discomfort and can make performance decreases.
