  • SLM is a literacy movement that involves all school members including students, educators and education staff. SLM has three stages namely the habituation stage, the development stage and the learning stage. In Punten 01 state elementary school Batu City has implemented a SLM through a habituation programme for CSN. The research aims to describe the implementation, constraints and efforts to overcome obstacles in the implementation of the SLM through a programme of habituation for CSN in Punten 01 state elementary school Batu City. This type of research is a qualitative descriptive study. Data collection techniques used were observation, interviews, documentation, and field notes. The results of the study are as follows: (1) The implementation of SLM through the reading habit programme 15 minutes before starting the learning is carried out by CSN students with mild mental retardation needs and mild autism in high class who carry out silent SLM reading by reading reading books chosen by the class teacher inclusion. CSN students needs with the types of learning difficulties, mild mental retardation, mental disabilities and ADHD who experience obstacles are almost the same as carrying out GLS guided and reading aloud with the type of reading books also according to the needs of simple sentences with full images. The implementation of the SLM through the habituation programme of sedimentary jawi culture implemented by students with special needs is carried out well. CSN students wear Javanese nuances and take part in activities guided by the inclusive class teacher. (2) Constraints faced in the implementation of the SLM through the habituation program for CSN, namely the lack of special reading books, lack of environment and rich culture (3) Efforts to overcome these obstacles by adding reading books and creating a cultural text environment for CSN.
