- It is in the interest of public libraries to prepare their strategic planning processes from a pers-pective of participation, integration and consensus, fostering direct intervention of the citizens. To channel the participation of the different layers of the community, libraries use different methods. Among them, according to some experiences in english-speaking countries which are mentioned in this work, focus groups prove to be an efficient technique, as they allow direct contact with people representing the main groups and help form a crosschecked view on the current situation and the possible future trends.
