  • ABSTRAK The autonomy framework and the development decentralization give the foundation for the dominantly regional government policy of the road-rent treatment. Due to the limited cost budget, both central and provincial government are unable to constantly provide funding for the renovation cost of the damage caused by overloading container vehicles-especially on Manado â�� Bitung Highway (35.48 km). Therefore, an introduction to a matemathical model is required to the analize the renovation cost that will determine the private's (user's) contribution to the renovation cost. The analysis results show that contribution of the users who operate their overloading heavy vehicles is 60% x (damage factor cost + deficit design life cost).
