- This study aims to determine, to understand, to describe and to analyze the application of asymmetrical decentralization within the framework of the Unity of the Republic of Indonesia, especially Yogyakarta. It is an effort to formulate a conception of the relationship of the central government and the local government is able to realize the ideals of the Indonesian state that are fair, prosperous and prosperous. This study is conducted in normative and empirical literature study that prioritizes the secondary data, namely: primary legal materials, secondary legal materials and tertiary legal materials. Furthermore, the secondary data is supported by the data based on primary data from the field using a competent source interviews regarding the problems in this research. In this study, it uses also some approaches, namely: legislation approach, concept approach, historical approach and case approach. The data obtained, it is processed comprehensivelyqualitatively and analyzed descriptively-prescriptively. The results shows that Indonesia is a state that shaped the unity which is divided into several areas, treated in an effective and efficient way to realize the ideals of the Republic of Indonesia. One way is the development and application of the concept of the asymmetrical decentralization to the local government within the framework of the Unity of the Republic of Indonesia. The application of the asymmetrical decentralization within the framework of the Unity of the Republic of Indonesia shapes the special areas. This is in accordance with Article 18B Paragraph (1) the Constitution of 1945 that the regions given specificity are Papua Province, Aceh, Jakarta, West Papua and Yogyakarta Special Province. One of the most ideal areas in the application of the asymmetrical decentralization is Yogyakarta Special Province where that application is based on careful thought and targeted not because it wants to separate from the Unity of the Republic of Indonesia but strengthen the Unity of the Republic of Indonesia with specificity in Yogyakarta Special Province.
