  • The issue of internal displacement has currently become a great concern of the international community due to the increasing number of Internally Displaced Persons (IDPs) throughout all States, and Syria apparently sits on top of the list, with approximately 6.5 million people displaced within its territory. There has been numerous legal principles and concepts acknowledged by the international community, and one of those are the Responsibility to Protect (R2P), which implies that international community is responsible for violations of human rights taking place in a State when the government of such State fails to protect their civilians from those violations. This legal research aims to assess the application of R2P in protecting and assisting IDPs in Syria and to find out which organizations are responsible to help IDPs. It is also important for this legal research to determine the possible causes of internal displacement in Syria. This legal research is conducted by means of normative approach through literature research method. Materials are based on the sources of international law based on the Statute of the International Court of Justice, and they are analyzed using descriptive approach in determining whether the practices in Syria are in line with the applicable documents. Based on the result of this legal research, the author concludes that the high number of internal displacements in Syria is caused by the non-international armed conflict. Under the UNOCHA, UNHCR and ICRC are the prominent organizations in helping IDPs through a focused humanitarian response plan involving other regional and international organizations. Such contributions done by the international community are apparently in line with the application of R2P to resolve internal displacement cases in Syria. An expanded and deepened relationship between Syrian government and the international organizations shall be done to enhance the quality of humanitarian assistances throughout all areas in Syria. Preparation for ad interim executive government, and even possibilities for military interventions in line with R2P, shall also be assessed for a better future of Syria.
