- This study aims to analyze the financial capacity of Local Government in regional borrowing. Calculate the maximum loan as an alternative of museum development funding pioneering Museum Gunungapi Merapi. Data used in this research is secondary data time series in the form report of the Regional Budget (APBN) Kabupaten Sleman from 2002-2011 consisting of PAD, BHP/BHBP, DAU and mandatory spending consist of wages employees and salary parliament, as well as the feasibility study data Museum Gunungapi Merapi. Analysis tool to calculate the area of financial ability to borrow is the computation of Debt Service Coverage Ratio (DSCR) and Limit Loan (BMP) as well as methods Net Present Value (NPV), Internal Rate of Return (IRR) and Pay Back Period. The computation for 2012 performed in this study resulted in 122.80 points of DSCR value. This indicates that Kabupaten Sleman is feasible to implement local loan because in long term Kabupaten Sleman is able to meet obligation paying the installments and interest on the loan. Limit analysis of loan that can be borrowed by Kabupaten Sleman in 2011 announced to Rp935.055.630.000,00. Museum investment criteria analysis Kabupaten Sleman eligible to run because of the Museum Gunungapi Merapi development project NPV calculation of Rp895.667.049,00.(NPV>1)
